It will take at least 3 successive presidencies with a regime of that orientation in control to reach there.
I am far from sure the Chinese are as capable as you think. Time will tell. As for the US, I agree we have to do a lot of work to fix things. Whether that will happen in any concerted manner is open to doubt.
imo the problem is not a lack of talent, but a system that is strongly anti meritocratic.
